Nice artwork like usual. And it's always interesting to see what obscure characters people dig up for fan-art. So that's cool too. I'll attempt to name the characters.

Ingrid, Cartoon Sagat with a Shotgun, I think that kid that bought an orange from Akuma, Captain Sawada from the movie, SF 2010 Ken, Cannon Spike's Balrog/Vega/Claw. and Cyborg. Don't know Blondie though.

Solid work overall. I think the arm muscles look really nice! The left hand is a little off, but I know for a fact that pose wasn't easy to pull off! So again, good work.
